Strategic Bridge between East and West: Mission and Achievements of the CCG

In view of the significant need for information exchange between the think tanks of the People's Republic of China and Georgia, The Great Silk Road - Center of Expert Analysis reached out to the Center for China and Globalization (CCG). CCG, a non-governmental think tank based in Beijing, was founded by Dr. Henry Huiyao Wang and Dr. Mable Lu Miao. The CCG team provided valuable insights by answering several important questions about its activities and the prospects for interaction and cooperation between China and Georgia.

GSR . Please describe your primary motivation for establishing the CCG and outline your initial objectives. How have these objectives evolved over time?

CCG. Our primary motivation in establishing CCG was to create an independent yet reliable platform for research on China and globalization. Our goal remains to be the leading think tank in China, a commitment that has remained unchanged over time.

GSR. The CCG was ranked 64th among the top think tanks worldwide in the Global Go To Think Tank Index. Please describe the key factors that contributed to this high ranking. Please describe the significance of obtaining ECOSOC special consultative status for your organization's work.

CCG. CCG’s policy influences include: Establishment of State Immigration Administration, China Joining IOM, Overseas High-level Talent Introduction Program, etc.

In collaboration with the Migration Policy Institute (MPI) and Asia Society Policy Institute, CCG has conducted extensive research on global migration patterns and talent flows. These studies have explored how countries, including China, are adapting to shifts in labor mobility, and have proposed policy frameworks for managing skilled migration.

2. Global Trade and Economic Development Initiatives
Partnering with think tanks such as the Brookings Institution and Chatham House, CCG has worked on initiatives to examine trade dynamics, particularly the implications of regional trade agreements and China’s Belt and Road Initiative (BRI).

3. Climate Change and Sustainability Policy Research

China and Georgia

GSR. Please describe the impact of globalisation processes on the development of economic and political relations between China and the Caucasus region, particularly with Georgia.

CCG. As globalization continues to evolve, the economic and political relations between China and Georgia reflect the interconnected nature of today’s world. China’s BRI and Georgia’s economic ambitions have aligned, enabling Georgia to leverage its geographic position while providing China with a valuable partner in the Caucasus. However, balancing these benefits with sustainable practices and strategic autonomy will be essential for Georgia’s long-term success.

The Belt and Road Initiative and the Caucasus Region

GSR. Please describe the ways in which the Belt and Road Initiative contributes to the development of infrastructure and trade in the Caucasus, with particular focus on Georgia. Please provide an overview of the key projects that China is currently supporting in this region.

CCG. The BRI has been instrumental in supporting Georgia’s infrastructure development, trade efficiency, and economic growth, with significant investments in transport, logistics, and energy projects that enhance Georgia’s position as a transit hub in the Caucasus. These initiatives reflect both China’s strategic goals within the BRI framework and Georgia’s ambitions to leverage its geographic location to become a key player in Eurasian trade. With careful management and a balanced foreign policy approach, Georgia can maximize the benefits of the BRI while mitigating potential risks, ensuring sustainable growth and regional integration.

GSR. Have you conducted any research on the Caucasus region and Georgia in particular? Please advise if there are any case studies or reports in CCG's research related to the impact of Chinese investment in the Caucasus region.

CCG. Our research areas are very broad, and we have not conducted research on the Caucasus region and Georgia in particular.

GSR. Please describe the role of Georgia's Caucasus region in the global system. Please describe the role you see the Caucasus region playing in the new global architecture of international trade and security, based on your research on globalization.

CCG. The Caucasus region, with Georgia at the forefront, has emerged as a pivotal player in the new global architecture of trade and security. By embracing its role as a transit hub, energy corridor, and diplomatic bridge, the region can contribute to a more interconnected, resilient, and cooperative global system. With continued investment in infrastructure, energy, security, and diplomacy, the Caucasus region is well-positioned to leverage globalization's benefits and address its challenges, supporting both regional development and global stability in the years to come.

GSR. Will the involvement of the Caucasus countries, particularly Georgia, in Eurasian economic integration through the One Belt, One Road Initiative enhance their global standing? Please identify the elements of the "One Belt, One Road" concept that could contribute to peace and economic stability in the Caucasus.

CCG. The One Belt, One Road Initiative presents a transformative opportunity for the Caucasus region, especially for Georgia, to enhance its global standing. By leveraging OBOR’s focus on infrastructure, connectivity, and economic integration, the Caucasus can position itself as a vital Eurasian transit hub, attract foreign investment, and foster economic resilience. Elements of OBOR, including improved infrastructure, energy security, trade corridors, job creation, and regional cooperation, contribute to peace and economic stability by creating interdependent economies and promoting shared interests.

With careful management, transparent governance, and a balanced foreign policy, the Caucasus region’s involvement in OBOR can bring about sustainable development, foster stability, and enhance its role in the global system. Through these contributions, the Caucasus can play a strategic role in the evolving global architecture, enhancing its influence and solidifying its position on the international stage.

GSR. The lack of information surrounding the One Belt, One Road Initiative has led to the formation of negative stereotypes about China and the Caucasus countries. Is there a lack of awareness of the "One Belt, One Road" concept among Georgian society? What measures can be implemented to enhance awareness?

CCG. Enhancing awareness of the One Belt, One Road Initiative in Georgian society requires a concerted effort to provide clear, accessible, and balanced information. Through public campaigns, community engagement, educational initiatives, and media partnerships, OBOR can be demystified, showing Georgian citizens the potential benefits while addressing their concerns transparently.

By implementing these measures, Georgia can foster a more informed public perspective on OBOR, reducing stereotypes and creating a foundation for constructive engagement. Greater awareness will allow Georgian society to view OBOR as an opportunity to strengthen the country’s global standing, attract investment, and benefit from infrastructure and trade improvements, while also being mindful of managing the partnership responsibly for long-term stability and prosperity.

GSR. What factors contribute to the Eurocentric perspective in the Caucasus, and how can we shift public perception towards a more objective understanding of world politics?

CCG. Shifting public perception in the Caucasus toward a more objective understanding of world politics requires broadening perspectives and embracing a truly global outlook. By diversifying educational content, media sources, diplomatic engagement, and cultural exchanges, Georgia and its neighbors can foster a more inclusive view of international relations that goes beyond Eurocentrism. These efforts would enrich public discourse, support a balanced foreign policy, and better prepare the region to engage with an increasingly interconnected and multipolar world.

GSR. Please describe the ways in which the People's Republic of China contributes to stabilizing the geopolitical situation in the Caucasus and outline its key peace initiatives.

CCG. China’s contribution to stabilizing the Caucasus is primarily achieved through economic engagement, infrastructure development, and diplomatic neutrality, rather than direct intervention in regional conflicts. By fostering economic growth, encouraging cooperation, and promoting multilateralism, China supports an environment in which peace and stability are more attainable.

Through initiatives like the Belt and Road Initiative, regional energy cooperation, and cultural diplomacy, China helps lay the foundation for a stable Caucasus region, where economic interdependence, cultural exchange, and regional partnerships create incentives for peaceful relations. GSR. What are the prospects for China's participation in port and terminal projects in Georgia, and how might this affect the development of maritime routes across the Caspian Sea?
